The Hertie School of Governance is an international teaching and research centre of excellence that prepares students for leadership positions in government, business, and civil society. The Hertie School of Governance in Berlin is looking for a

PhD Candidate (m/f) -

Educational Governance

starting as soon as possible but no later than September 2018.

The successful candidate will receive a PhD scholarship for three years and an annual budget for field research and conference visits. The PhD project will be supervised by Prof. Dr. Lukas Graf (Assistant Professor of Educational Governance). We particularly welcome PhD projects that look at educational governance in relation to one or more of the following topics: 

  • Comparative institutional analysis
  • Institutional or organizational change
  • Cooperation between key actors like educational organizations, public authorities, employers, unions and intermediary associations
  • Linkages between education and other societal spheres (e.g., labour markets, economic sectors, occupational fields, science systems or industry clusters)
  • Contemporary challenges in the field of education and training such as those posed by social inequality, migration, digitalization or privatization
  • Europeanization, internationalization or globalization.


Applicants are expected to hold a Master’s degree in political science or sociology (by the start of the scholarship) and demonstrate the theoretical and methodological skills and motivation to pursue theory-driven empirical research. A very good command of English, both spoken and written, is expected. A good command of German is a plus. International applicants are welcome.

The Hertie School offers a stimulating international and diverse research and teaching environment in multiple areas of the social sciences and public policy. The successful candidate will become a member of the new research team on educational governance and participate in the Hertie School’s “Doctoral Programme in Governance”. The three-year programme offers rigorous academic training and familiarizes students with cutting-edge research and methods in the social sciences related to governance (www.hertie-school.org/docgov/).
