The Legal Services Department is especially responsible for:
providing legal advice on the interpretation and application for the ESA Convention
safeguarding the ESA legal framework by defining, drafting, ensuring the overall coherence and the proper interpretation of all Agency's Acts, Rules and Regulations
drafting of all legal instruments (whether of programmatic, institutional or regulatory nature) to be submitted to Council and delegate bodies
proposing the ESA's policy of intellectual property rights and dealing with legal questions in this field
safeguarding the proper application of the Agency's privileges and immunities
managing legal disputes before national and international jurisdictions
monitoring the international civil service and labour laws of jurisdictions in which ESA establishments and centres are operating
Under the direct authority of the Head of the Legal Services Department or one of his Divisions’ Heads, the Legal Trainee will receive work assignments
within the scope of the Department’s responsibility and discharge mainly the following tasks:
analyse and organise legal documentation and carry out studies on the relevant legal and regulatory environment in which the Agency carries out its activities
undertake legal analysis, prepare notes and briefs on public international law, EU law and national laws of Member States
draft of opinions, reports and working documents on any legal problem arising in the Agency's day-to-day operations and in the implementation of applicable rules and policies
provide support in the preparation of the Agency's legal instruments
provide support in preparing the defence of the Agency's position in disputes
provide legal advice on the formulation and interpretation of Agency's Regulations and Rules
prepare draft agreements and other arrangements with public and private entities and participate in their negotiation, together with the colleagues from his/her Department and Directorates concerned
German citizenship is absolutely necessary
applicants should have just completed (conclusion not older than two years) or be in their final year either of a university degree in law or the Rechtsreferendariat
candidates must be fluent in English or French, the official languages of the Agency
good knowledge in any of the following areas is desirable: Public International Law; Intellectual Property Law; International Civil Service Law
